Dave is the Founder and CEO of Statement, where he leads with a focus on clarity, momentum, and long-term value. With a professional background spanning the public, private, and voluntary sectors, Dave combines commercial focus with creative flair and a strong understanding of how purpose-driven organisations operate and manage complex stakeholder relationships. He’s known for looking at challenges from a different angle and bringing fresh, structured thinking to difficult problems.
He has led teams and delivered strategic projects across a range of settings, including education, local government, regeneration, and enterprise support. This broad perspective informs Statement’s approach—ensuring services are not only commercially viable but also aligned with policy goals, stakeholder priorities, and practical delivery challenges.
Dave’s early working life, including stints as a university lifeguard and door supervisor, helped shape a calm, caring and solutions-focused leadership style. It’s this mix of emotional intelligence and professional discipline that underpins his approach to conflict resolution, collaboration, and long-term relationship building.
Since founding Statement, Dave has guided the Group’s growth across property, consultancy, and innovation—building structured service offers, scalable delivery models, and trusted client relationships. He works closely with partners and teams to bring clarity to complex challenges, aligning ambition with action and always aiming to build long-term value and relationships.
Under his leadership, Statement Group continues to grow as a thoughtful, well-organised business with a strong sense of purpose and a commitment to doing things properly.

Sarah Goodwin - FAIR Lead
Sarah is Statement’s FAIR Lead, responsible for embedding the principles of Fairness, Accessibility, Inclusion, and Resilience across all areas of the Group’s work. Her role ensures that these values are not just aspirational, but actively shape how services are designed, delivered, and continuously improved.
With over a decade of experience in emergency services, including frontline roles as a 999 call handler, Sarah brings a deep, practical understanding of how systems operate under pressure and how they affect real people in real time. Having supported individuals through complex, high-stress situations, she brings a calm, empathetic approach that is rooted in lived experience.
As someone with personal experience of disability, Sarah brings unique insight to her role—ensuring that the perspectives of those often underrepresented are meaningfully considered at every stage of service delivery.
Working across Statement’s portfolio, Sarah ensures that inclusion is embedded from the outset—whether through barrier-free service design, diverse stakeholder engagement, or adaptive delivery models that respond to user needs. She also leads on integrating lived experience into improvement planning, helping the team stay focused on what matters most in practice, not just on paper.
Known for her composed presence and thoughtful leadership, Sarah champions inclusive and resilient delivery by bringing people together, translating feedback into meaningful change, and ensuring fairness is reflected in both intent and impact.

Matthew Allanson MRICS
Matthew is a senior asset manager and trusted consultant with a proven track record in delivering high-value property and estates solutions across both public and private sectors. With career experience spanning PLCs, local authorities, and specialist consultancies, Matthew combines commercial acumen with rigorous attention to detail and a measured, analytical approach to complex asset challenges.
He has worked closely with Statement Founder Dave Goodwin on multiple strategic contracts, providing additional senior capacity and technical depth across a range of property and estates programmes. His expertise includes managing diverse property portfolios, developing long-term asset strategies, and advising on estate optimisation and investment planning.
Matthew’s background in the listed company environment brings board-level perspective, financial discipline, and a clear focus on performance and accountability. He is known for his methodical style, sound judgement, and ability to navigate multi-stakeholder environments with confidence and clarity.
As a consultant and strategic advisor, Matthew helps clients make informed, data-driven decisions that enhance value, manage risk, and support operational and strategic objectives. Whether delivering estate transformation, supporting disposals, or shaping asset governance, his work is underpinned by professionalism, precision, and a commitment to doing things right.

John Rice CDir, MBA (Dist.), FCMI, HonMFPHM
John is a Chartered Director and accomplished public sector executive with a distinguished career spanning local government, the NHS, and the voluntary sector. He has served as Chief Executive of both a large District Council and the UK’s largest cultural and leisure trust, and held Executive Director roles within major unitary authorities.
John specialises in strategic estate management, governance reform, and the delivery of complex regeneration programmes. He has led multi-agency partnerships to develop and implement integrated asset strategies, town centre regeneration schemes, and place-based service models—ensuring alignment with both organisational objectives and regulatory standards.
His advisory work encompasses technical insight at board level, with a proven track record in organisational transformation, service redesign, and performance improvement. John has extensive experience in leading strategic property reviews, forming special purpose vehicles, and developing shared services—ensuring robust commercial governance and long-term sustainability. He has also served as a panelist for Chief Executive recruitment in local authorities and contributed to senior-level procurement interview panels.
